The hotline of the Open Policy Foundation: results in numbers

Sept. 30, 2019, 2:48 p.m.

The education hotline for residents from NGCA [1], CL [2]and еру annexed Crimea worked at the Open Policy Foundation from 2016 to August 30, 2019, under the support of UNICEF and USAID, as well as in cooperation with the Ministry of Education and Science of Ukraine for the period of an admission campaign.

Over the years, more than 41,000 calls were received (more than 6,000 of them were from NGCA, CL, and more than 1,500 were from the Crimea). The number of calls increased every year.

In 2019, during the admission campaign, we received three times as many calls from NGCA, CL, as in 2018.

  On March 1, 2019, regional hotlines were launched at regional education departments in Sieverodonetsk and Kramatorsk (they are still operating). They accept only 10-15% of the total appeals.

Key questions of residents from NGCA, CL for the hotline in 2017-2019 [3]SCHEDULE

55% - questions about the simplified admission procedure (through the “Donbas-Ukraine Education Centers);

27% - distance learning/external studies;

10% - other questions [4] (e.g. benefits for IDPs to enter);

8% - restoration of diplomas and certificates (obtaining duplicates of education documents).

The share of applications for the simplified admission procedure and distance education is growing most dynamically.

[2] CL – contact line

[3] In 2016, these questions were not recorded in an electronic call register. Therefore, the statistics are only from January 1, 2017, to August 30, 2019.

[4] Other questions mean the following: benefits for IDPs to enter; receiving social scholarships for IDP students; possibility to transfer to higher education institutions in government-controlled areas; registration (for boys).
