During a press-breakfast in Starobilsk, on July 16, students from the territories along the “contact line” in Luhansk Oblast, who are currently studying at the displaced Luhansk Taras Shevchenko National University and Luhansk National Agrarian University, shared their success stories about their admission using the “Donbas-Ukraine” Education Centers.

SUCCESS STORIES

 

“I came from the Troitske village, Popasnyanskyi district, which is on the ‘contact line’. Thanks to the ‘Donbas-Ukraine’ Education Center, I entered the University at the Faculty of Ukrainian Philology and Social Communications. Now I am studying the second year, I became a group monitor and I really like to study. And I want to thank the whole team because you give opportunities to make the first step to adult life for young people from the “contact line” and uncontrolled areas.”

Representatives of the “Donbas-Ukraine” Education Centers from Luhansk Oblast, students of higher education institutions, who entered using the simplified procedure through the Education Centers. In total, more than 25 people from different educational institutions, working in the system of the “Donbas-Ukraine” Education Centers (universities, colleges, vocational schools, schools), took part in the event.

 

Representatives of the government and the public, educators and students participated in informal communication about educational opportunities in the region, including residents of non-government controlled areas and territories along the “contact line”.

 

During the press-breakfast, the Foundation's team provided the Department of Education and Science of the Luhansk Regional State Administration and the Luhansk Taras Shevchenko National University with “Methodological Guide for Hotline Consultants” developed by the Open Policy Foundation with the support of MoES and UNICEF.

 

A moderator of the press- breakfast was the head of the Open Policy Foundation Iryna ZHDANOVA, who told about an information campaign and the hotline activities, which has been working for the 4th year with the support of UNICEF and USAID.

 

“Over the years, the hotline of the Open Policy Foundation has received more than 30,000 calls. About 5,000 of them came from non-government controlled areas of Ukraine (NGCA) in Donetsk and Luhansk oblasts, territories along the ‘contact line’. Between January and June 2019, more than 3,329 calls were accepted, 823 of which were appeals from NGCA, the ‘contact line’”, Iryna ZHDANOVA said.

 

She also thanked the Ministry of Education and Science of Ukraine, the Ministry of Information Policy, the State Border Guard Service of Ukraine and Ukrzaliznytsya for their help to conduct the information campaign. Thanks to these agencies, this year information campaign started in January and already reached more than 555 000 of the population.

 

“This year, MIP has printed a large number of information products. With the assistance of the State Border Guard Service, large banners and posters were promptly placed at EECPs, step-by-step instructions euro-booklets and information products were distributed among ECs, schools and in public transport. Ukrzaliznytsya presented postcards in 69 trains, 966 cars, going to Donetsk, Odesa, Southern, Prydniprovske, Lviv and South-West directions. The animation videos are broadcast on 588 monitors of the Intercity trains,” the head of the Open Policy Foundation said.

 

The next very important issue of the press-breakfast was the simplified admission procedure, using the “Donbas-Ukraine” Education Centers, and the main dates to submit documents on the state-funded education.

 

“Entrants from non-government controlled areas of Ukraine from Donetsk and Luhansk oblasts, territories along the ‘contact line’ and Crimea may enter Ukrainian higher education institutions using the simplified system through the “Donbas-Ukraine” and “Crimea-Ukraine” Education Centers. The work of the Centers began on June 3 and lasted until September 27. The list of Education Centers is available on the website of the Ministry of Education and Science of Ukraine, as well as on the Dostupna Osvita website,” said Iryna KRAVCHUK, acting head of the Department of Organizational Support and Control of the Main Department of the Higher Education Directorate of the Ministry of Education and Science of Ukraine.

 

She also clarified that entrants who live in uncontrolled territories can enter through the Education Centers WITHOUT a passport, certificate and IEE, as well as submitting relevant documents.

 

“At the same time, if the entrant still has results of IEE or a Ukrainian certificate, he/she can also use the simplified procedure and enter HEIs through the Education Centers. It is also important that the surname of each entrant from the occupied territories is surely encrypted,” Iryna KRAVCHUK underlined.

 

DEADLINES OF ADMISSIONS ON THE STATE-FUNDED BASIS for entrants from Donbas:

 

Admission on the state-funded basis for the bachelor degree (master of medical science, veterinary science or pharmaceuticals)

  1. Acceptance of documents - until 06:00 p.m., July 22
  2. Admission examinations - until July 25
  3. Enrollment – until noon August 1

 

Admission on the state-funded basis for the junior specialist degree, based on grade 11

  1. Acceptance of documents - until 06:00 p.m., July 29
  2. Admission examinations - until July 28
  3. Enrollment - until noon August 6

 

Admission on the state-funded basis for the junior specialist degree, based on grade 9 

  1. Acceptance of documents - until 06:00 p.m., July 13
  2. Admission examinations - until July 21
  3. Enrollment - until 06:00 p.m., July 29

 

According to acting head of the Department of Organizational Support and Control of the Main Department of the Higher Education Directorate of the Ministry of Education and Science of Ukraine Iryna KRAVCHUK, even if the entrants fail to submit documents within the specified time, they have the opportunity to enter on a contract basis before September 26, and write a statement about transferring them to the budget form after enrollment.

 

Tetyana POSKRYAKOVA, head of the Professional Education and Science Administration of the Department of Education and Science of the Luhansk RSA, shared new statistics on the admission campaign in Luhansk Oblast.

 

“Today, there are 9 “Donbas-Ukraine” Education Centers working in the region, and 562 people have already been consulted by them. Two hundred and thirty-eight peoples submitted documents through the ECs in Luhansk Oblast, 54 of them were entrants from non-government controlled areas who submitted documents with temporary certificates”, Tetyana POSKRYAKOVA said.

 

The rectors of the higher education institutions displaced in Starobilsk spoke about the educational opportunities and the universities work with youth from temporarily uncontrolled areas.

 

“The Education Centers are appealed by children who form the basis on which the de-occupation and the return of temporarily uncontrolled areas will then take place. For us, the most important task is to train specialists for these territories, because the revival of Eastern Ukraine is possible thanks to local professionals,” stressed Rostyslav PODOLSKYI, acting rector of the Luhansk National Agrarian University.

 

“While working with young people from non-government controlled areas, there are a lot of nuances which must be taken into account. For example, a child enters at the Faculty of History, but he taught the so-called history of ‘LNR’ at school and, as a result, there is a gap in his/her knowledge. He entered a university, but he needed some additional classes, motivation to study. After all, here at first, he/she will be lagging behind the students who studied the history of Ukraine. How to do it? What socio-psychological approaches must be applied? What are the methodological recommendations? To date, such works, unfortunately, are absent. And they are necessary!” said Serhii SAVCHENKO, rector of the Luhansk Taras Shevchenko National University.
