Proposals for the Information Campaign "Entry Campaign 2017"

  1. Regularly monitor the state of the information campaign by government agencies.
  2. Impose a moratorium on the procedure for re-registration of pensioners in the Sberbank of Russia until September 30 (for the period of work of the Educational Centers).
  3. Involve chaplains who work in the gray zone (from the Ministry of Defense) to inform about education.
  4. Post posters about education on the empty advertising space, which are placed along the road to the entry-exit checkpoints (EECP), make new banners.
  5. Distribute flyers at checkpoints (EECP). For example, it is possible to give leaflets to persons if a verified document (passport) is provided.
  6. Ensure the announcement of audio clips on the radio at the EECP about the simplified procedure for admission to higher educational institutions, the state target program for supporting IDP students, telephone of the hotline in the region. These information products are made by the Open Policy Foundation and have the status of social advertising. We especially draw your attention to this proposal (the disk is added to the application).   1. Post posters, postcards, stickers with regional hotline phones in motor transport enterprises, bus stations, buses going from the EECP to the residential places in the government-controlled area.
  2. More actively involve civil-military administrations of the districts where the EECP are located, to disseminate information by posting posters and distributing leaflets.
  3. To solve the humanitarian problems of the Educational Centers, which are in the gray zone: in particular, the needs for the restoration of water supply, the renovation of dormitories.
  4. Place social advertising in the offices of the Sberbank of Russia, pension fund, social service. Give instructions to employees of social services who work with IDPs on the mandatory distribution of leaflets (about obtaining Ukrainian education) to people who have school-age children and students.
  5. More actively broadcast audio clips and animation clips about education in local media.
  6. Place relevant advertising in the local press.
  7. Conduct regular conference calls with employees of Educational Centers, information management, journalists on the basis of the state emergency service.
  8. More actively involve students of educational institutions, on the basis of which the Education Centers operate, in the information campaign by taking into account security issues.
  9. To solve the issue of the simplified procedure of crossing the contact line for applicants who go to the Educational Centers. During the work of the Educational Centers (until September 30), it is necessary to provide a separate border guard with a computer that will work with the entrants. The Open Policy Foundation appealed to First Deputy Prime Minister Stepan Kubiv and the representatives of the security agencies that are members of the motor transport enterprises. We also ask for your support.
  10. Add scheduled runs of buses going from the EECP to different locations during the admission campaign (until September 30). Restore bus routes between the town of Maiorsk and the town of Toretsk and other cities of Donetsk oblast (a scheduled bus route is limited - there is only in the town of Bakhmut). All these factors create barriers in ensuring equal access to quality education for citizens residing in the gray zone and in the temporarily non-government controlled areas of Ukraine in Donbas.
  11. Separately, we ask the regional state organizations of Donetsk and Luhansk oblasts also to apply to the Ministry of Education and Science of Ukraine with a request for an early legal settlement of the allocation of the reserve of saving of the educational subvention to educational institutions that remained inthe separate districts of Donetsk and Luhansk regions and send these unused funds to additional payment for teachers who carry out distance learning. The Open Policy Foundation has repeatedly approached this request. Also, the issue of regulatory and legal regulation of remuneration for teachers engaged in distance learning requires an immediate solution. The Foundation held negotiations with the department of general secondary education of the Ministry of Education and Science of Ukraine. However, in conditions of decentralization, the initiative of local authorities is also necessary.
