More than 26 000 calls to hotlines: for 4 years the Foundation has continued to implement projects supported by UNICEF

 

In 2019, a hotline continues to work at the Open Policy Foundation; since April, it has been supported by the project “Education –for Everyone! Information campaign and hotline for graduates and students from non-government controlled areas, territories along the ‘contact line’”. This is already the 4th project, which the Foundation implements jointly with the Ministry of Education and Science of Ukraine (hereinafter - MoES) with the support of UNICEF.

 

Thus, for three years of work (2016 - 2018), the hotline of the Open Policy Foundation has received 26,431 calls.

 

About 4 600 appeals were made from the Crimea and the East of Ukraine (over 1,000 calls from the Crimea, more than 3 600 calls from non-government controlled areas of Donetsk and Luhansk Oblasts, territories along the “contact line”).

 

In 2018, the hotline received 13 290 calls. 1,872 of them were from non-government controlled areas of Ukraine (1,417 calls from Donbas; 455 calls from the Crimea).

 

As a result, for 3 years, 4 317 entrants from the East and Crimea have taken advantage of the simplified admission procedure through the “Donbas-Ukraine” and “Crimea-Ukraine” Education Centers.

 

The opening of regional hotlines is also important. They started operating in Kramatorsk and Sieverodonetsk in March 2019 in cooperation with the Donetsk and Luhansk RSAs with the support of USAID.

 

This year, the Dostupna Osvita website was also updated, and the Google Maps of Education Centers and Schools providing distance education/external studies in Donetsk and Luhansk oblasts were also created. It is worth noting that now the Dostupna Osvita website is adapted for visually impaired people.

In order to share important information with entrants, the Open Policy Foundation has been conducting an active information campaign for 4 years.

 

Thus, in 2018, more than 2 million Ukrainians, including those from the non-government controlled areas and the Crimea, were covered by national and regional information campaigns.

 

The Foundation published and distributed more than 6.5 thousand informational materials on educational opportunities for children and youth from temporarily non-government controlled areas of Ukraine in Donetsk and Luhansk oblasts.

 

Social advertising (animation, video and audio clips) were created and distributed within the information campaign; step-by-step instructions, euro-booklets, posters, leaflets, banners and calendars were placed at EECPs, on the websites of MoES, the Ministry of Information Policy, MTOT, the Donetsk and Luhansk RSAs, on the Internet resources of the “Donbas-Ukraine” and “Crimea-Ukraine” Education Centers, social networks, as well as information and news websites, in local transport, at employment centers, pension funds and social welfare departments. Video clips were broadcasted on the central and local TV and radio channels, namely “Ukraine”, UA: Donbas, UA|TV, the “Voice of Donbas” Radio, “Pulse”, “Army FM”, “Ukrainian Radio”, “Hromadske Radio”, etc. The animated video clips were shown in the Intercity trains.

 

In 2018, we took parts in 14 TV and radio broadcasts, as well as 2 press conferences in Kyiv and 4 press briefings, 2 in Kramatorsk and 2 in Sieverodonetsk, regarding education opportunities for children and youth from non-government controlled areas of Donetsk and Luhansk oblasts, territories along the “contact line”.

 

Moreover, in 2018, the Open Policy Foundation also actively conducted a training (training sessions at the International Green School and webinars at MoES) for educators from Eastern Ukraine, in particular more than 140 teachers, lecturers, representatives of Education Centers, education departments, administrations and divisions of Donetsk and Luhansk oblasts. The training was focused on the introduction of distance learning, project management and educational institutions’ information campaigns.
