Open Policy Foundation together with the Ministry of Education and Science announced the main dates for the applicants from eastern Ukraine

On the first day of the start of the admission campaign for graduates from the east of Ukraine and Crimea, on June 4, a press conference on the topic “Entry Campaign-2018 for Applicants from the Non-Government Controlled Areas of Donetsk and Luhansk Oblasts, the Contact Line, and Crimea” in the events hall of the Tavrida National V.I. Vernadsky University, in which Educational Centers “Donbas-Ukraine” and “Crimea-Ukraine” begin their work. Youth from the Non-government controlled areas (NGCA) can enter Ukrainian universities, technical schools, colleges, and vocational schools without passing the Independent external evaluation (IEE), as well as without passport and certificate on education, through these Educational Centers. The event was organized by the NGO “Open Policy Foundation” and the Ministry of Education and Science of Ukraine, with the support of UNICEF.

“This year 35 Educational Centers were opened. The main cities where they will operate are Dnipro, Lviv, Kyiv, Kharkiv, Kherson, as well as Zaporizhka, Odeska, and Mykolaivska oblasts, - said Deputy Minister of Education and Science of Ukraine Yurii RASHKEVYCH. – Two years ago, in 2016, 1 600 state-financed student places were allocated for this category of applicants. Last year 2 500of such places were allocated. This year we expect that the number of state-financed student places will be no less. The feature of admission for these graduates is that they enter the higher educational institutions under a simplified procedure. Those young people, who externally received Ukrainian educational documents and took part in the Independent external evaluation, can enter any higher educational institute of Ukraine and other countries. The applicants, who chose the simplified procedure on the basis of the State final examination and professional exam, will enter the universities where such Centers will work.”

“The windows of a classroom always open to the future”, -- said a poet Yehuda Amichai. We should open the windows of universities and schools for children affected by the conflict. I am glad that the press conference devoted to the launch of the entry campaign for this young people takes place at the Tavrida National V.I. Vernadsky University, in which the “Donbas-Ukraine” and “Crimea-Ukraine” Educational Centers begin their work, - noted Executive Director of the NGO “Open Policy Foundation” Iryna ZHDANOVA. – Our organization has been already working for four years to ensure the right to equal access to education for youth and children from the non-government controlled areas of eastern Ukraine and Crimea. Our mission, first of all, is to bring information to these applicants. Therefore, the Open Policy Foundation conducts an active information campaign on the possibilities of entering Ukrainian universities and vocational schools”.

Iryna Zhdanova emphasized, that the “Hotline” operated at the NGO “Open Policy Foundation” constantly and within three years advises entrants from non-government controlled areas of Ukraine, the “contact line” about the opportunities to receive Ukrainian education. During the entry campaign, the “Hot Line” works in conjunction with the Ministry of Education and Science of Ukraine.

Thus, in 2017, the “Hotline” received three times more calls from Crimea and eastern Ukraine (in 2016 - almost 6,000 calls, more than 1,000 of them were from eastern Ukraine and Crimea, in 2017 - 8 000 / 2 970 in accordance). During the entry campaigns of 2016 and 2017, the free “Hot Line” worked in conjunction with the Ministry of Education and Science of Ukraine.

As the result, in 2017, 1 568 applicants from Crimea and the east of Ukraine entered higher and vocational educational institutions under the simplified procedure through the “Donbas-Ukraine” and “Crimea-Ukraine” Educational Centers, 4 809 people applied for the consultations. In comparison, in 2016, 1 008 applicants entered universities and vocational schools through the Educational Centers (“Crimea-Ukraine” – 153 people, “Donbas-Ukraine” – 855 people). In 2016-2017, about 8 thousand people applied for consultations to the Educational Centers.

The head of the NGO “Open Policy Foundation” presented new information materials, developed with the support of UNICEF together with the Ministry of Education and Science of Ukraine with the main dates of the entry campaign: video- and audio-clips, which received the status of social advertisement and will be placed at TV channels, radio stations, on the Intercity trains of “Ukrzaliznytsia”, in social networks, as well as posters and leaflets that will be distributed at the entry-exit checkpoints, in the educational centers, universities, and vocational schools.

Acting Director of the Department of Higher Education of the Ministry of Education and Science of Ukraine Svitlana KRETOVYCH announced the main dates of the entry campaigh-2018 and noticed, that the “Donbas-Ukraine” and “Crimea-Ukraine” Educational Centers will work from June 4 to September 28. To take part in the simplified procedure, it is necessary to choose one of the Educational Centers (“Donbas-Ukraine” or “Crimea-Ukraine”). All information about them with their addresses, contact details of the responsible persons, and specialties can be found on the websites dostupnaosvita.com.ua and mon.gov.ua. Then, the applicants must submit an application and fill an educational declaration at the Educational Center.

To be admitted to a state-financed student place, the graduates must submit the documents until July 20, and to be admitted to a self-funded students place – until September 28. Then they need to pass two exams of State final examination at the Center: on the Ukrainian language and the history of Ukraine. They can prepare for the exams by using free video lessons, presentations, and tests at the website dostupnaosvita.com.ua. Without registration! After that, the applicants must pass one professional exam (an educational institution establishes it). If this is foreseen for the specialty chosen by the graduate, an art contest is held instead the profile exam.

After the press conference, the students of the “Donbas-Ukraine” and “Crimea-Ukraine” Educational Centers (which work on the basis of the Tavrida National V.I. Vernadsky University), who used the simplified procedure last year, told the reporters about their experience of entrance. The journalists had the opportunity to visit the Educational Centers and to talk with their employees and visitors.
